Ninja and Pirate

I know this comic isn’t super funny but it moves the story along and helps tie in events. Like, who’s that guy on the burning building? Have we seen them before? Maybe they had a hand-nub in setting this blaze huh? Or maybe not? WHO KNOWS? I don’t.
